A proposed city ordinance would loosen restrictions on noise in downtown Columbia. The proposal involves making loud music and yelling illegal if it can be heard from 300 feet away at night and 500 feet away during daytime hours. This would be a change from the current ordinance, which restricts noise to 100 feet and 50 feet from the property, respectively. Get the whole story here.

Fifty million more Americans would have access to health insurance under the health care bill introduced today in the U.S. Senate. The $856 billion plan would take 10 years to come to completion and would consist of a collection of nonprofit cooperatives, instead of President Obama's original idea for a government-run plan.

The Columbia Board is cutting its gift-card incentive program for summer school students this year due to a change in management. The summer program will no longer be run by Edison Learning, a private business. Instead, the school district will take over the program, and is legally unable to hand out cash incentives to its students. Read more here.
