Prosecutor formally charges suspects in cotton ball incident
Sean Fitzgerald,19, and Zachary Tucker, 21, have been formally charged with a littering misdemeanor for scattering cotton balls in front of the Gaines/Oldham Black Culture Center in February.
Boone County Assistant Prosecuting Attorney Ryan Haigh said the two could face up to a year in the Boone County Jail or a fine of about $1,000 for the class A misdemeanor.
